His 30-year research on a problem that challenged engineers resulted in a mathematical formula calculating the optimal flow of a river to produce sustainable hydroelectric energy.

Lucio, born in Cali, Colombia, on May 22, 1916, graduated as a civil engineer from the School of Mines of the National University of Colombia. In 1943, he moved to the United Kingdom to continue his studies at the Institute of Science and Technology of the Victoria University of Manchester, where he graduated in 1947. He later joined the School of Engineering of Antioquia in Colombia and founded two companies while campaigning for gender equality. Finally, he presented his doctoral thesis.
